Fences - Lock and Edit missing

I installed new ATI drivers on my laptop which added a Control Center menu at the top when I right click the desktop.

Lock Fences and Edit Fences are now missing. I have uninstalled fences and reinstalled them but they are still missing. I have my fences but they are locked and I cannot move this or resize them.

Is there a way to bring these back?

and you did look under the right click\view menu option right?

Ahh, Seems Fences 1.0 moved it, Nevermind then.
